This research analyzes the role of victims of terrorism in preventing and countering violent extremism. The report first looks at the types of victims (direct and indirect), and then outlines the responses to victims of terrorism internationally, namely through the European Union and the United Nations. The author suggests that international support for victims of terrorism has generally been weak. The author argues for strengthening the role of victims in the criminal justice system, strengthening the role of victims’ association, and strengthening the role of victims in the media as three ways to overcome the weak international support.
