The Saudi Counselling Program is based upon the presumption of benevolence, not vengeance or retribution. It assumes that suspects were abused, lied to, and misled by extremists into straying away from true Islam, and that the state wants to help prisoners return to the correct path. The programme is structured with the help of a range of professionals and subcommittees: religious, psychological, security, and media.
