This document elaborates on the EU’s strategic commitment ‘To combat terrorism globally while respecting human rights, and make Europe safer, allowing its citizens to live in an area of freedom, security and justice’. The Strategy sets out the EU’s objectives to prevent new recruits to terrorism, better protect potential targets, pursue and investigate members of existing networks and improve its capability to respond to and manage the consequences of terrorist attacks. This Strategy takes into the next phase the agenda of work set out at the March 2004 European Council in the wake of the Madrid bombings.
